All positive development must begin inwardly from strong, just, loving and caring individuals. Thus, Bahá'u'lláh writes: "My first counsel unto thee is this, possess a pure, kindly and radiant heart..." Community and Institutional Transformation must build from transformed individuals. which flows from an individual's daily prayer, meditation and personal study -- a process of continual lifelong learning. Community transformation creates a collective learning, educational and encouragement process. The Worldwide Bahá'i Community has embarked on an expanding educational program for children, junior youth and adults. As important as high-quality individuals are to creating good governing, judicial and educational institutions, how such good people are selected is vital. Also critical is how individuals learn to find better insights, understandings and truths together. We call this "Consultation" which is at the heart of all Bahá'i processes. There is very wise guidance as to how we best develop our consultative skills, as well as unique new organizational designs to pick the best people possible. Individual, Community and Institutional development are in constant interaction, growth and development. Knowledge, understanding and ever improving lines of action are continually expanding.
